The Public service - is the activity of civil servants in the state bodies on execution of powers, aimed at achieving the objectives and functions of the government.
The State Service of the Republic of Kazakhstan is designed to regulate social processes, to ensure the integrity of the state and the realization of the interests of citizens of Kazakhstan. In the world of the public sector is constantly in the spotlight, in the center of the life of society.

Implementation of tasks in creating a highly professional public service and effective management structure that is facing our country, largely driven by the professionalism of the civil servant.
Kazakh President Nursultan Nazarbayev outlined the main qualities that must have a public servant to run the country effectively. This - the high moral responsibility, professional knowledge and ability to apply them in practice, honesty, integrity, active life. Every person who is in the public service should realize the importance of their work and just be a patriot of his country.
Questions of public service political and administrative civil servants are governed by the Regulations on the procedure of the civil service.
Since January 2000, the country entered a competitive selection process for vacant administrative positions in state bodies, ensuring the realization of citizens' constitutional right to equal access to public service.
Organization and carrying out of competitions are carried out in accordance with the rules of competition for vacant administrative state position.
According to claim 1 of Article 12 of the Law of the Republic of Kazakhstan "On state service" right to engage in administrative state positions are citizens of the Republic of Kazakhstan.
The competition includes a number of successive stages:
• the publication of announcement of the competition;
• Formation of the competitive commission;
• reception and analysis of documents of participants for compliance with the qualification requirements;
• testing of candidates;
• interview;
• the final meeting of the tender commission.
In order to ensure openness and transparency of the state body conducting the contest is published the announcement of the competition.
The announcement of the competition in the local government bodies are published in periodicals distributed in the territory of the respective administrative-territorial unit.
Citizens wishing to participate in the competition, serving the state authority carrying out the competition rules established by the documents that are considered by the competitive commission.
In order to ensure equal treatment when applying for public service and to create conditions for a wider choice in the competitive selection of the candidates are guided by standard qualification requirements.
Prerequisites for participation in the tender documents shall be submitted within 15 calendar days from the date of publication of the advertisement in the media about the competition in the relevant state bodies specified in the declaration addresses of state bodies.
Based on analysis of the submitted documents the tender committee shall decide on the admission of participants to testing.
Under the terms of each contest, candidates must undergo compulsory computer test on knowledge of the law.
The purpose of the test is an objective assessment of the candidates abilities.
Depending on the categories of administrative public positions set various testing programs.
Currently testing programs include tests for knowledge of legislation, as well as non-verbal logic test (depending on category), assessing candidates abilities.
Candidates admitted to the test, pass it in the prescribed manner in the regional centers of testing of Kazakhstan Agency for Civil Service in all 16 regions of the country, within five working days after the deadline for receipt of documents.
Remote system testing is conducted on computers connected to the central server of the Agency, which guarantees the harmonization of requirements and maximum objectivity of the testing procedure, allows to control the quality of competitive selection.
Strict adherence to the highest standards of application of tests to avoid potential problems and abuse and maximize their benefits to the public service in general and for each candidate participating in the competition, which ensures fairness and equal opportunities for all. Candidates who have successfully passed the thresholds for tests, admitted to the next stage of the competitive selection - interview.
The candidates admitted to the interview, pass it to government agencies, announced a competition for five working days after the test.
The purpose of the interview is to assess the professional and personal qualities of candidates.
At the final meeting of the tender committee evaluates candidates on the basis of the submitted documents, test results and interviews and selects candidates for vacant administrative state falsity. Only one candidate can get a positive opinion, the second best bidder may be recommended for transfer in a personnel reserve.
In that case, if the result of the contest were not identified worthy candidates for the vacant position, a public authority can be declared a repeated tender. The candidate who has received a positive opinion of the competition committee has the right to occupy the post of the recommendation made by the competition in compliance with the requirements stipulated by the legislation for admission to the administrative public office.
